Meet TCAA's Board of Directors




Mr. Ortego is a shareholder with Roberts Markel Weinberg Butler Hailey PC and manages a team of professionals and paraprofessionals that assist the firm's clients in all aspects of Community Association Law. His practice focuses on representing developers in acquisition of large tracts of land and guides them through the creation of master-planned communities throughout Texas. Mr. Ortego also counsels Boards of Directors of condominium associations, and both residential and commercial community associations through corporate issues, litigation avoidance, collection/foreclosure, bankruptcy and complex contractual negotiations. He also works with several lenders in providing financing to community associations for large scale improvement projects.

One of his major focuses being education, Mr. Ortego is a frequent speaker at Community Associations Institute (CAI) luncheons and seminars and has authored numerous articles published in all four Texas chapters of CAI. Nationally, Mr. Ortego co-presented at the Annual Law Seminar-Community Associations Institute on ethics. Mr. Ortego also educates his fellow lawyers on community association issues including presenting at the Texas State Bar’s 2015 Advance Real Estate Drafting Course. Mr. Ortego presented and authored an article at the 49th Annual William W. Gibson, Jr. Mortgage Lending Institute Seminar in 2015 (Austin and Dallas). Mr. Ortego authored the Property Owners’ Association Chapter in the most recent edition of the State Bar of Texas’ Foreclosure Manual. Lastly, Mr. Ortego is involved in the legislative process as it relates to community associations having served as a member of the Austin Advisory Council of Texas Community Association Advocates in 2015 and 2016. He presented at the 2015 TCAA Manager Summit in Austin and Houston.

Trisha Taylor Farine was born in Galveston, Texas and she and her husband Scott are busy parents of three boys. She has a B.S. degree in Interdisciplinary Studies from the University of Houston, where she graduated Cum Laude in 1992. Before and during law school, she worked full time as a legal assistant and law clerk for a firm primarily representing homeowners associations and condominium associations.  While working full time, she earned her law degree from the University of Houston Law Center in 1998. Since 1998, she has almost exclusively represented community associations, condominium associations and commercial associations.  She is a member of the State Bar of Texas and is admitted to practice before the U.S. District Court, Southern District of Texas, the U.S. Court of Appeals (Fifth Circuit) and the U.S. Supreme Court. Her areas of practice include residential and commercial real estate, litigation, corporate law, bankruptcy and civil appellate work.

Sandy Denton


Sandy is currently the General Manager for the Sienna Plantation Associations in Missouri City, Texas.  Sienna is a large master planned community encompassing over 10,000 acres and currently has approximately 7,200 houses, with another 6,500 planned.  Prior to joining Sienna in January, 2005, Sandy was the Executive Director for First Colony Community Association (FCCA) in Sugar Land, Texas, a very large master planned community consisting of over 10,000 acres and approximately 12,500 units (residential and commercial).  Sandy was with FCCA for over fifteen (15) years. 

Sandy is a Professional Certified Association Manager (PCAM), a Large Scale Manager (LSM) and a Certified Manager of Community Associations (CMCA).  She was President for Community Associations Institute (CAI) in 2005; and Past President for the Foundation for Community Association Research.  She was a prior board member of Association Professional Community Managers (APCM); and serves as a member of the Large Scale Committee for CAI.  Currently Sandy serves as faculty for CAI and is a member of Government & Public Affairs Committee.  Sandy has been actively involved with Texas Community Association Advocates (TCAA), the legislative voice for community associations in Texas, including past chair.  Locally, Sandy serves on the First Colony Community Association Board of Directors.  She has served on numerous boards in Fort Bend County and was a previous board member for the Greater Houston Chapter of CAI. 

Sandy is also a principal in Reserves & Project Specialists, providing reserve studies and project management within the state of Texas.  She also provides consulting services to associations and managers in governance, long-term and short-term planning, team building, partnering and other distinctive solutions for their organizations.

Chloe Love 

 Chloe love has practiced law in Central Texas since 2006.  For the past 8 years, her practice has focused on community associations large and small.  In addition to providing day-to-day HOA counsel services, Chloe has represented HOA clients in a variety of litigation settings, in both Federal and Texas courts.



Stewart Masterson

 Mr. Masterson is President of Kilowatt Partners, an energy management company that provides utility management services.  He has many years of experience in manufacturibodng in the material handling industry, research and development and manufacturing of electric vehicles, the development of medical devices with Dr. Debakey, and building and operating retail businesses such as Blockbuster Video.  He has also worked in banking and investment banking.

Mr. Masterson is past Treasurer, Board Member, and serves on various committees of the Greater Houston Chapter of Community Associations Institute and on the Business Partners Council of CAI – National, an organization providing education and information for communities across the country.  His company is a multi-chapter CAI member. Mr. Masterson until recently was President of Harris County Improvement District 12, of which much of the land was recently purchased by University of Texas.  He serves on the Board of Bayview Acres Association.  He worked for the City of Houston specifically focusing on budget issues.  He served as Campaign Treasurer for two Council and one City Controller elections, all successful.

Dean A. Riddle

Dean A. Riddle is the founding shareholder of Riddle and Williams, P.C.  and concentrates his practice on community association law and commercial litigation.  He provides legal services to property owners associations, their board of directors, and developers in all types of legal matters, including:  construction defect litigation; business litigation; general litigation; creation of planned communities; contract drafting and negotaitions; preparation, interpretation and rewriting of government documents; zoning; covenant enforcement; recovery of assessments; forclosure proceedings; corporate matters; legislative drafting; and risk reduction.

Dean’s litigation experience is substantial and diverse in both state and federal courts, and includes construction defect claims, contested/wrongful foreclosures, contract disputes,  bad faith insurance practices,  wrongful death,  defense of breach of duty claims against property owners associations and their boards of directors, and employment discrimination.  Recently, Dean authored the condominium  foreclosure chapter of the State Bar of Texas Foreclosure Manuel (3rd Edition).  He is a member of the Million Dollar Advocates Forum, which is a prestigious group of trial lawyers limited to attorneys who have won million and multi-million dollar verdicts, awards and settlements.

Worth Ross

Worth Ross began his real estate career in 1984 after receiving his Bachelor and Master degrees from Texas Christian University in Fort Worth. He started Worth Ross & Associates in 1989, primarily to lease, manage and sell property owned at the time by the lending institutions of Nations Bank, Am-West Savings and Sun Belt Savings and the RTC and FDIC.

Worth Ross & Associates, Inc. acquired property management accounts from several firms in 1999, including Bricker Management and it's condominiums management division. This was a natural fit due to the hands on management style of the associates. The association management quickly grew so in 2002 the association management portion of Worth Ross & Associates was divided and Worth Ross Management Co. Inc (WRMC) was formed. Today WRMC manages many associations including many of the high-rise associations found in Turtle Creek. 


Fred A. Shapiro, PCAM®, owner of SBB Management Company, AAMC®, has forty (40) years of community association management experience in Dallas, Texas and has earned the PCAM® designation from Community Associations Institute (CAI).  Mr. Shapiro is actively involved in CAI and previously served as president of the Dallas/Ft. Worth Chapter of CAI, as chair of Chief Executive Officer of Management Companies (CEO-MC) Committee and as a member the Advisory Council of Texas Community Association Advocates (TCAA).  

He currently serves on the CEO-MC Committee, the TCAA Board of Directors and as Vice Chair of Management Panel of CAI’s Community Next Initiative.  Mr. Shapiro is a frequent speaker at both local and national CAI functions.



Nina Tran is a partner with the law firm Hoover Slovacek LLP. She obtained a Bachelor of Arts in English from the University of Texas in Austin in 1994 and received her law degree from Southern Methodist University School of Law in 1998. After completing law school, Nina began her legal career in commercial litigation with an emphasis on creditor’s rights and debt collection. She has also been appointed by several County Court judges to serve as Special Commissioner on various eminent domain proceedings.

Nina joined the law firm of Hoover Slovacek LLP in 2002 and has specialized in community association practice. She has had the privilege of providing legal counsel to hundreds of community associations on matters that include, but are not limited to, governance-related issues, assessment collection and deed restriction matters, tax-exemption related matters, the impact of federal law on community associations, easement rights, and general and complex real estate and litigation matters. Nina serves as the head of the firm’s community association department.

Nina has first-chaired several jury trials to successful verdict and has extensive experience with motions practice in obtaining temporary restraining orders and injunctions on behalf of these associations. In a case widely reported in the media, she recently obtained a favorable jury verdict in favor of Inwood Forest Community Improvement Association whereby a golf course property was declared to be impressed with a reciprocal negative easement for the benefit of such association such that the golf course property could not be developed inconsistent with a green space, landscaping or recreational purposes.

Mike currently serves as the Director of Strategic Planning & Project Management for RTI/Community Management Associates (CMA) based in Plano, Texas. Mike possesses over 10 years of community association management experience including 8 years as the Director of Operations for the Stonebridge Ranch Community Association, a master planned community in McKinney, Texas encompassing over 5,000 acres and 9,400 homes. Prior to entering the community association industry, Mike spent 20 years in various management roles in the hotel, resort and private country club industries including General Manager and Regional Director.

Mike currently holds is Professional Community Association Manager (PCAM), Association Management Specialist (ASM) and Certified Manager of Community Associations (CMCA) designations through the Community Association Institute (CAI).

CMA has been managing community associations in the DFW metro-plex since 1983 and currently manages a portfolio of 245 communities with over 80,000 doors. CMA is also recognized as an Accredited Association Management Company (AAMC) through CAI.
